1. Responsible to research client, Provide commercial and technical advice to CTA Director on all assigned client’s investments, Commercial, PPP, and outsourcing tasks/projects and carryout duties for the same.To perform all the related functions as per the client’spolicies and procedures.2. KEY RESULTS ACCOUNTABILITIES:• Providing support in developing and updating the clientcommercial transport strategy and its key performance indicators and aligning them with the strategic programs and coordinate with the concerned departments for implementation.• Assist in the development and updating of policies, manuals, guidelines and procedures for investment and commercial activities to support the achievement of the client commercial transport strategy and ensure the commitment of Agencies / Sectors to implement them.• Prepare and update the commercial transport strategy implementation and implementation plans and define and update the risk registers according to the commercial transport strategy on an ongoing basis.• Follow up the implementation of the commercial transport strategy and implementation plans and ensure the commitment of agencies and sectors to their comprehensive application, including policies, manuals and procedures according to the internal procedures adopted.• Managing relationships with internal and external stakeholders, selecting external solution partners, and establishing new partnerships that create value for the department and client through revenue generation, knowledge sharing, or process enhancement.• Coordinating technical aspects such as systems architecture and integration, handling financial documents including RFPs and business cases, and supporting innovation and investment initiatives from proposal to implementation.• Tracking project progress, preparing multi-level reports, and contributing to studies, benchmarks, awareness campaigns, field inspections, and idea validation activities.• Conduct & perform benchmarking studies of the commercial and investment activities according to the best international practices in the field of commercial and investment, studying and determining the market requirements and forming actual market knowledge specialized in commercial and investment activities, programs and initiatives.• Develop the required systems, practices and reporting formats in accordance with international best practices, ensuring effective and efficient implementation of the commercial transport strategy and investment implementation plans to support senior management in making decisions regarding investment and commercial activities and future directions for investment.• Provide independent advice, coordination and follow up at the-point-of-need on related projects and other Agency-projects related issues, ensure and advise Director on all project’s key issues.• Communicate the client commercial transport strategy, policies, manuals, procedures to all relevant stakeholders and address the implementation concerns issues with necessary changes if required.• Provide support and assistance in project management according to the approved methodology within client.• Assist in the development of key performance indicators for the department and provide effective monitoring and control mechanisms for project performance.• Perform other responsibilities associated with the position as appropriate.• Direct and analyze statistical data and reports to identify the root causes and provide recommendations and solutions for improvement.• Lead and manage commercial feasibility studies to increase client commercial revenue;• Analyse and evaluate statistical / financial data and prepare reports with clear and realistic recommendations for the assigned task / project.• Analyse financial models submitted by internal or external parties related to commercial ventures or PPP to ensure that the projects are affordable, financially sound and sustainable with appropriate risk allocation;• Perform business scenario model analysis and recommend appropriate strategies to the CTA Director;• Lead the development of opportunity scope, roles and responsibilities, service level agreements, and bid document in consultation with the stakeholders concerned.• Conduct and Review commercial / PPP project preparation including scope of work, service level agreements and contract management;• Be responsible for interacting with public and private sector institutions and companies to design, develop, implement and evaluate commercial initiatives, investments, PPP, and outsourcing opportunity plans and projects related to IPP operational plan, and to ensure growth, innovation and competitiveness of client’s strategic and departmental commercial ambitions.• Assist the Department in the identification, quantification and management of fiscal risks arising from commercial or PPP projects during the implementation stage;• Provide practical advice to concerned on departmental policies and practices;• Provide training to all, departments and agencies on commercial ventures / PPP Project Management as required;• Conduct meetings/workshops with external parties to increase knowledge for client;• Manage assigned projects/tasks by CTA Director;• Comply with client’s quality standards and requirements;• Effective participation in steering committees/ sub-committees/ Teams of various major projects as assigned;• Perform other responsibilities associated with this position as appropriate.3. Knowledge Management:To provide all the documents including processes description, workflows, system knowledge, presentations, reports and related supporting for Commercial Transport Activities Department.4. Knowledge Sharing:To provide job training to other colleagues in line with the instructions of the department Director for transferring knowledge and to create the work backup in case of absence and leaves.5. Benchmarking, Integration and Automation: To study and evaluate the current processes and system in place and compare them with the global best practices and analyze the areas of improvement. To design these improvement plans and present to the Director for further evaluation.6. Audits:To coordinate with internal and external auditors and provide them all the required information and documents as required from the auditors.7. Project Management:To manage any projects assigned by the Director with proper project planning including the resources required the timeline, coordination and budget approvals. To execute the project as per plan and provide the project progress reports on regular basis.
