Strategy and Leadership: Develop and implement a comprehensive HSE management system (HSE-MS) that aligns with corporate goals and industry best practices. Lead the HSE team, providing guidance, training, and support to ensure effective implementation of safety policies across all projects and sites. Foster a proactive safety culture throughout the organization, promoting awareness and accountability at all levels. Serve as the company's representative for all HSE matters with clients, regulatory bodies, and third-party auditors.
Risk Management and Compliance: Conduct regular risk assessments and job hazard analyses for all company activities, particularly high-risk operations in gas and construction. Ensure all projects and operations comply with local and national HSE regulations (e.g., UAE Ministry of Human Resources and Emiratisation) and international standards (e.g., ISO 45001, ISO 14001). Develop and implement emergency response plans, and conduct regular drills to ensure preparedness for any incidents or crises. Manage and oversee the company's waste management, environmental protection, and pollution prevention programs.
Inspections and Audits: Conduct frequent site inspections and audits to identify potential hazards, unsafe acts, and non-compliance issues. Ensure all safety equipment, fire-fighting systems, and personal protective equipment (PPE) are properly maintained and utilized. Prepare detailed audit reports with corrective and preventative action plans (CAPA) and track their implementation.
Incident Management: Lead and conduct thorough investigations of all incidents, accidents, and near-misses using root cause analysis. Prepare and submit comprehensive incident reports to management and relevant authorities. Analyze incident data to identify trends and implement corrective measures to prevent recurrence.
Training and Development: Develop and deliver HSE training programs for employees, including new hire orientation, toolbox talks, and specialized training for high-risk tasks. Ensure all employees and subcontractors have the necessary safety certifications and training before commencing work.
Documentation and Reporting: Maintain all HSE-related records, permits, certifications, and licenses. Prepare and submit regular HSE performance reports to senior management, highlighting key metrics, incidents, and improvement initiatives.
