The Project HSE Manager is responsible for implementing the Company HSE policy upon the project. This will include the training of the workforce in safety procedures.


Ensuring Company and Contractual HSE requirements are complied with, Safety of Personnel and property, Identification and Controlling Hazards, Training in Safety, Safety Performance Reporting.


JOB RESPONSIBILITIES

  • Developing, implementing and monitoring the company HSE system / plan in co-ordination with Corp. HSE Manager
  • Ensuring that all contractual / company, local authority requirements for quality, Health Safety & Environment (HSE) and OSHAD requirements (as applicable) are complied with
  • Review of all HSE Documents Submitted by Engineering Subcontractor
  • Coordination of all HSE Engineering Review and Documentation.
  • To participate in HAZOP/HAZID/ENVID/OHRA/SIL/ COMAH studies.
  • Track HSE studies being undertaken by consultants to ensure quality and timely closure (examples being HSEIA, Dropped Object Study, QRA, HAZID, ENVID, OHID, HAZOP, SIL and SIMOPS etc.).
  • Participation in PHSER Review
  • To deal with Third Party Compliance Audits on Construction Environmental Management Plan (CEMP) in line with EAD (Environmental Agency, Abu Dhabi) as applicable
  • To monitor and ensure OHRA recommendations are implemented throughout the project.
  • Review the contractor Safety performance by inspection and by acquiring data in order to provide means to improve overall HSE standards.
  • Ensuring Risk Assessment / Job Hazard Analysis is done in advance of commencement of activities and ensuring all preventive / control measures are in place
  • Ensure all permits are available for works on site and all safety precautions are taken
  • Imparting adequate training / awareness of HSE systems / regulations especially safety for all personnel and subcontractors on site
  • Ensure Emergency procedures are effectively communicated, followed and conduct periodic emergency drills in coordination with Client personnel
  • Ensuring First Aid Facilities are available on site
  • Ensuring personal protective equipment is always available with adequate stocks maintained
  • Ensure all personnel have been issued necessary Personnel Protective Equipment and monitor their compliance for use in coordination with HSE Officers
  • Monitoring Safety Complaints and following up with site team for close out
  • Ensuring Preventive actions are taken to avoid repetitions of non-conformances
  • Interaction with ‘Client for monitoring Safety Performance, Weekly Reporting and documentation
  • Prompt reporting of all near miss, incidents, accidents on site and Investigation / Assistance during Investigation
  • Carrying out HSE Inspections / Audits on site and reporting status and effectiveness of the system
  • Safety Performance Reporting and documentation to Client and to Head Office
  • Interaction with the Client and attending meetings
  • Monitoring HSE related Client/ Consultant complaints and following up with site team for corrective actions implantation and close out
  • Monitoring of site HSE personnel performance
