The Specialist - Developers’ Affairs is responsible for ensuring streamlined coordination of project registration processes, supports regulatory onboarding for new developments, and drives procedural enhancements to uphold transparency, efficiency, and compliance in line with ADGM’s real estate governance framework. The Specialist also supports the integrity of the real estate folio registry and contributes to policy enhancements and audit readiness. In addition, responsible for Developer affairs which include Certifying developers as per regulatory requirements to develop projects within ADGM Jurisdiction and review Projects Registration processes and submissions and assure that submission complies with regulation.
Operational Responsibilities:
Stakeholder Coordination – Serve as the primary point of contact to support developers in navigating project registration, submission requirements, and compliance obligation through the development lifecycle.
Onboarding & Outreach – Organize and conduct onboarding, orientation workshop, and regulatory briefings for new and existing developers and Conduct meetings periodically or as needed to with developer for collaboration and create a firm bond with ADGM
Data Integrity & Compliance Monitoring – Identify and resolve discrepancies between actual site progress and digital folio records to ensure accuracy and integrity of development data.
Process Enhancement & Policy Development – Contributes to the review and improvement of internal procedures, guidelines and SOPs related to project registration, obligations, and record management.
Knowledge Management – Maintain institutional knowledge through proper documentation of precedents, procedural clarifications, and project decisions.
Ancillary Duties:
Project Monitoring & Record Reconciliation – Tracks and reports on project development stages to ensure registry updates align with construction milestones.
Process Optimization – Identifies procedural bottlenecks and recommend solutions to enhance developer interactions and document submission workflows.
Technology Integration – Assist in the design and rollout of digital tools that enhance visibility into project status, approvals, and registry movements.
Information Security related:
Understand, adopt, adhere and practice responsibilities or controls as per ADGM Information Security policy and as per best practices explained in the induction and awareness sessions.
Confidentiality, Integrity and availability of the ADGM Information shall be maintained at all times i.e. within as well as outside ADGM.
Job Qualifications & Work Experience:
Bachelor’s degree in real estate management or civil engineering, Architectural or related field.
Professional certification in real estate, property registration or project management.
Minimum 8 years of experience in real estate development, property registration or government/authority liaison roles.
Proven ability to manage real property folios, land registration in regulatory environment.
