Roles & Responsibilities · Responsible for the whole process of civil engineering management. · Responsible for clarifying and closing the civil engineering contract in the bidding stage, and master the civil technical requirements in EPC contract. · Responsible for clarifying and closing the civil engineering scope of the engineering and design service contract. · Responsible for formulating and implementing the civil engineering schedule and milestones, and responsible for the civil engineering schedule of the project. · Responsible for break down the key points in the contract,and formulate risk control measures and cost control plans. · Responsible for the civil engineering interface management, and responsible for the supervising vendor input submission for civil document. Review and clarify the vendor s’ design documents, transmit the qualified documents to O/OE and Site for approval or for construction. · Responsible for civil document submission as per project schedule, responsible for documents review, clarify and close. · Responsible for controlling civil BOQ and optimizing civil design. · Responsible for coordinating and solving design issues during site construction and commissioning. Organize design institutes, manufacturers and owners to complete the clarification and determination of major technical solutions. · Responsible for cooperating with the project owner, design institute and equipment manufacturers to do a good job of interface; · Responsible for pushing the review progress of owner’s consulting engineer toward design institute drawings. · Responsible for supporting Bidding department for projects bidding work. · Responsible for cooperating with internal departments to do a good job of interface. · Prepare civil design summary and project experience reports. · Complete other works arranged from company and department. Relevant Experience · Well-versed with related International Engineering and Construction Codes and Standards, including ASTM, AISC, ACI, Euro codes/BS, UBC, ASCE 7, IBC, SBC, Saudi Aramco, SEC standard, Process Industry Practices (PIP). etc · Understanding of 3D model development, layout drawing development & review in totality along with the necessary resolution for all the clashes and inconsistencies found. · Ability to quickly assess and make recommendations (rapid problem solving) for any relevant subject matter. · Experience in Developing the layout arrangement & various equipment arrangement requirements during the design stage. · Experience to manage and prepare the Bill of quantity, providing input for the project schedule & resource requirements and support to the site team. · Client experience includes major clients like Saudi Aramco, ACWA, Masdar, SEC, SWCC, DEWA, would be preferred. · Have good experience and communication skills to liaise with fabrication parties, subcontractors, clients or the third party. Have coordination skills to organize and arrange engineering work and handle interface issues. · Excellent skills in all aspects of business management including contract management, monitor management, risk identification, etc. · Ability to edit and guide the claim report to client and counterclaim report to subcontractors Computer Skills Competent in using 3D model/BIM apart from Word\Excel\Power Point\Auto Cad\Tekla\ STAAD\SAP2000 Language Skills Fluent in English Communication – both written and spoken. Should be able to communicate clearly and effectively with Owner, OE, consultant, third parties, Vendor, Engineering company and internally to sort out and resolve issues and maintain on-time delivery. Roles & Responsibilities 1. Developing HSE program and recommend for implementation. 2. Administering appropriate safe work practices / procedures for the project. 3. Promoting a high level of safety awareness on the project through new employee /Contractor/ Subcontractor orientation and contact with project supervision. 4. Conducting Monthly Safety Self-Assessments, tracking performance and reporting trends to site management. 5. Develop HSE training strategies, such as induction training, refresher training job specific training, etc. as per training plan and draw up a training matrix. And the induction sticker shall be provided with date, name, company and trainer’s signature. 6. Conducting quarterly HSE audits. 7. Maintaining all safety related records and files associated with the project. 8. Administer the first aid / medical program and maintain facility and supplies. 9. Maintain pertinent information (i.e. phone number, locations) of Emergency Response Services, physicians, and hospitals. 10. Lead and assist in accident / incident investigations to ensure all accidents and incidents are properly investigated including near miss incidents, first aid cases, all recordable cases, chemical spillage incidents, property damage, etc. 11. Complete and distribute applicable reports. 12. Evaluating Contractor/Subcontractor safety programs. 13. Chair the weekly meeting with safety supervisors. 14. Initiate Job Bulletins concerning safety issues. 15. Continuously evaluating project working conditions and safe work practices, and if warranted, developing positive recommendations for project management. 16. Monitoring the behavior of the people and provide coaching to change the attitude and behavior positively towards working safely and instills “think before acting” and “value of human life”. 17. Participate in work-site layouts to assure adequate work areas, traffic control, parking areas, lighting levels, receiving areas, etc. Assure that location of offices, shops, maintenance areas, fabrication shops, medical, and sanitation facilities reflect safety considerations. 18. Review the work schedules as they are planned to be aware of the number of subcontractors and craft workers working in the various areas; anticipate hazards and implement supporting safety activities. 19. Establish personal protective-equipment requirements and recommend requisition for purchase. 20. Plan the safety publicity program and order posters, visual aids, signs, etc. 21. Establish and maintain site, Emergency Response Team. 22. Responsible for the development of the project ESMP and monitor its implementation. 23. Conducting the initial environmental aspects and impact analysis. 24. Conducting routine scheduled field inspections and audits of construction activities on site in order to assess compliance to this CESMP, permit and approval conditions, and adherence to UAE Government environmental regulations. Desired Candidate Profile Hassyan 180 MIGD SWRO Plant,EPC Main contractor HSSE Manager, ≥ 10 yrs in power/desalination plants construction & ≥3 yrs experience in Dubai, (ACWA Power project experience preferred), Technical degree NEBOSH International Diploma in Occupational Health & Safety and/or nationally recognized certification,; familiar with the UAE/DUBAI & international HSSE standards, laws and regulations.
