Local Purchaser for Oil & Gas ProjectWe are seeking an experienced and dedicated Local Purchaser to manage the end-to-end procurement process for materials, equipment, and services critical to projects, operations, and maintenance activities. The ideal candidate will ensure that cost, schedule, quality, and compliance objectives are met for both local and overseas purchases, with a strong focus on the oil and gas industry, particularly greenfield / brownfield projects.Take full ownership of the purchasing lifecycle for materials, equipment and services to support ongoing projects, operations, and maintenance.Provide dedicated procurement and materials management support, actively assisting project teams in finalizing procurement strategies, cost estimates, and delivery schedules for long lead items.Review and approve contractors' procurement and materials management processes to ensure alignment with company standards and project requirements.Track and monitor project materials diligently to guarantee timely delivery to the site, proactively addressing potential delays.Oversee the procurement of long lead items in coordination with the company's central purchasing function.Manage and control surplus material inventory for ongoing projects. Review and approve project materials reconciliation reports and coordinate necessary inspections with QA/QC, warehouse, and contractors.Maintain and update the Preferred Vendor List based on formal vendor prequalification approvals.Supervise and guide the work of materials coordinators, ensuring all team members comply with their designated roles and responsibilities

· Must have experience in the oil and gas sector.· Offers direction to the pre-commissioning and commissioning team in evaluating the scope as per contract and battery limit guarantees, as well as ensuring the development of procedures for systematic and sequential pre-commissioning, commissioning, and startup of the plant.· Responsible for planning, preparing, and executing commissioning, trial runs, and acceptance testing for mechanical as well as Electrical systems of combined cycle power plants.· Collaborates with the multi-discipline project execution team to achieve milestones as per schedule. Communicates with clients, engineering, procurement and construction teams to ensure seamless execution of the job. Engages with clients/vendors to clarify design-related queries and coordinates with vendors and licensors for all commissioning activities.· Preparation and Completion of field Pre-Commissioning and Commissioning activities as per the approved procedure.· Initiate a "Flawless Start up" strategy. Identify areas where potential failure can occur and take preventive measures.· Managing Commissioning and Start-up activities with key focus on safety, quality, and integrity of the system with optimal utilization of the resources.· Define and analyze spare parts lists, confirm the availability of commissioning spares and check the status of 2-year operational spares and commissioning temporaries.· Provide leadership and direction to the team, setting safety standards and leading by example.· Manages the execution of pre-commissioning, commissioning and start-up activities.· Preparing Commissioning Documents such as Systemization Procedure, Punch Listing Procedure, Project Specific Commissioning Plan, Systems Commissioning Procedure, Operation & Maintenance Manual, Start Up & Operating Manual etc.· Participated in the weekly Commissioning meeting with Commissioning Manager / Lead and subcontractor and highlighting the activities plan and issues.· This is a Site Based position, with 6 days/10 Hours work basis..Work Location : NFE, Ras laffan or Mesaieed
